Smart controllers make your programming easier because they allow you to access the controller from a phone-based mobile app, allowing you to make instant adjustments, to receive notifications when irrigation is running, and to turn it off when it rains.
Smart controllers are not smarter than you! When we’re in drought restrictions, they may need to be set to a fixed schedule in order to specify the correct watering day and time. You will still be able to take advantage of many other weather intelligence options by enabling Rain skip, Freeze skip, Wind skip, and more.
During the cool season, smart controllers can offer automatic seasonal adjustments to the irrigation cycle to reduce unnecessary outdoor water use.

Before You Buy
You must have a SAWS residential water account in good standing. Have you ever received a notice you are ineligible for SAWS conservation programs? If you are not sure, contact us at 210-704-SAWS (7283).
Smart sprinkler controllers monitor local weather conditions and, during rainy or cool weather, can automatically adjust watering schedules to save water. A smartphone app lets you identify your irrigation zones and adjust your settings from anywhere.
Research any product before purchasing a device to ensure it meets your needs. Watch the installation videos provided by the vendor. Products vary in how their smart watering algorithms work.

On Rachio, the “Fixed Customizable” schedule option is available under “Add Schedule” >> “Schedule Type.”
Rachio Redemption Program
Rachio offers a discount of 20% to SAWS customers purchasing a Rachio Smart Controller through an instant rebate through the vendor website. Eligible models: Rachio 3, 8 Zone and 16 Zone.
How it works
1. Review participation agreement details below.
2. Apply below (green button) to enter your name, email address and SAWS account number (must be a current SAWS customer). You will receive link by email to the Rachio redemption program website.
3. On the Rachio redemption program website, select “Texas” and “San Antonio Water System” from the utility drop-down menu to redeem special pricing on the cost of a Rachio 3 Smart Sprinkler Controller (one controller per customer).

By applying for a smart controller discount, you agree to and acknowledge the following:
- Smart irrigation controllers approved by SAWS provide their own technical support for any installation questions and technical challenges.
- SAWS nor its representatives will provide technical support for your device. SAWS cannot guarantee the life of the product or company.
- I understand that a smart irrigation controller presents no guarantee for reductions in water use, nor does it provide any variance from drought restrictions or water waste rules that might be in effect in the SAWS service area.
- SAWS recommends using Fixed schedule types during summer, during hot weather, and during watering restrictions. I understand that the alternative Auto-adjust schedule types may use local weather data to adjust watering times, and if this feature is utilized during summer, I understand that it may increase my water use/monthly bill as conditions become hot and dry. This feature can be disabled by selecting a Fixed schedule type instead, but only end users can make this choice.
- I will agree to accept vendor messages when sent to the mobile app. Feedback on the messages is an important program component. I understand that if I disable these messages, I could miss key information that could increase my overall billed water usage.
- The person installing this smart irrigation controller must ensure it is installed according to instructions, including connecting the device to the internet via Wi-Fi or cellular service.
- Wifi and internet connection will be required for the product to function properly. SAWS is not responsible for my Wi-Fi system, or any charges associated with maintaining it.
- I understand that SAWS is not endorsing any one company or product. SAWS does not recommend or support any additional products or services advertised in the smart irrigation controller app or by the product parent company.
- I am responsible for my water bill now and in the future.
- I understand that I may be contacted in the future for a follow-up survey.
- SAWS is not responsible for the condition of my landscape or irrigation system now, or in the future.

What is a smart irrigation controller?
A smart irrigation controller is a device that operates an automatic in-ground irrigation system from a smartphone-based app. Typically, these services offer automatic weather-based settings that will decrease or skip irrigation when it has rained recently, or it is anticipated that it will rain. Smart controllers offer increased convenience compared to standard controllers, making it easier for property owners to monitor their irrigation water use.
Where can I purchase the smart irrigation controller?
The vendor redemption discount is offered by the vendor on an external website. You MUST use the link that is provided to you by email (after submitting your application) to receive the discounted price at the point of purchase,
What is a weatherproof enclosure? Do I need one?
A weatherproof enclosure is needed for irrigation controllers that will be installed either outdoors or outside of a covered garage in order to protect them from the elements, since rain, ice and extreme heat can damage the electronic components.
How long does it take to receive a discount?
Once you submit your application with a valid, active SAWS residential account and a valid email, you can expect to receive the link to the vendor website by email. Use the link to obtain the discount on the purchase price. The discount is only available if purchased using the link provided.
How long do I have to get my discount?
The Rachio redemption discount is available in 2025.
Do I need to send in an invoice or receipt once I purchase my smart irrigation controller?
No. The discount in this program is assessed by the vendor at the point of sale.
Will SAWS come install my device?
SAWS does not conduct installations of app-based irrigation controllers.
Can SAWS recommend a licensed irrigator to install my device?
SAWS cannot recommend any irrigation companies. The San Antonio Irrigation Association maintains a list of licensed irrigators on their website, or you may check with the vendor as they may offer recommendations for local irrigators. SAWS does not endorse any irrigation companies, so make sure to research any companies and ask for proof of their irrigation license before hiring them.
I have two irrigation controllers. Can I get two discounts?
A customer may purchase only one smart controller through the redemption discount program.
Do I need to have an existing irrigation system to apply for a smart irrigation controller?
Yes, you must have an existing in-ground automatic irrigation system to apply for this discount.
What technology is required to install the device?
You must have a smartphone (Apple or Android) and strong Wi-Fi signal. You will need to install a smartphone app to control and access your irrigation system.
Who do I contact if I am having trouble installing my device?
You will need to contact the device vendor in order to troubleshoot any technical or installation difficulties. Vendors may use chat-based technical support. SAWS does not offer installation assistance for smart irrigation controllers

Will a weather-based irrigation controller lower my water bill?
Weather-based controllers can help save water in many ways, but you will need to adjust the settings to match this goal. SAWS recommends using a fixed schedule type during summer months in order to avoid over-watering.
Smart irrigation controllers can offer weather-based controls that adjust your irrigation settings depending upon rain, heat and other factors. These recommendations may not always be suited to our region. SAWS always recommends referring to Garden Style San Antonio for current local watering advice and limiting watering to once a week during the summer months in the absence of rain.
Does SAWS support/recommend other products by these vendors?
No. Rebates are only offered on the specific products whose features have been evaluated by SAWS for customers seeking to save water. We advise that you conduct your own research before purchasing other services or products.
